Tax Exemption Status

*I wanted to restore this contrib to the new ZC site because it promises to be quite useful, but at this time there seem to be bugs:
1) Error in order total. It looks like the subtracted tax takes a different subtotal into account when calculating percentage. The amount subtracted displays correctly but the final total is wrong.
2) Tax exemption is applied even when a product is a non-taxable type, or "none."
